In this talk, Eugenie L. Birch provides an overview of subnational finance, the role of international organizations including the multilateral development banks and  bilateral aid agencies in supporting investments, and review current suggestions for improving policy and programs in this area.

Eugenie L. Birch is the Nussdorf Professor of Urban Research in the Department of City and Regional Planning of the Weitzman School of Design, and co-Director of the Penn Institute for Urban Research, University of Pennsylvania. She is engaged in research and instruction on rapid urbanization in emerging economies with a focus on implementing such global compacts as Agenda 2030 ( Sustainable Development Goals) and the Paris Agreement. In particular, she is working on methods to increase funding for much needed city climate resilient infrastructure. She is president of the General Assembly of Partners (GAP), the engagement platform for the implementation of the UN’s New Urban Agenda and associated global agreements, co-chair of the Sustainable Development Solutions Network (SDSN) Thematic Group on Cities, and an Associate Editor of the Journal of the American Planning Association.
